Intiated by ICTA and Ministry of Digital Economy, in collaboration with Sri Lanka Police and LankaPay, GovPay allows motorists to pay fines instantly via mobile banking apps and internet banking, —often while still at the roadside.
Why GovPay Matters:
Convenience: Gone are the days of taking time off work or traveling long distances to pay fines. The entire process—from payment to license return—can now happen on the spot.
Transparency & Trust: Digital receipts are sent instantly to both the driver and the officer, significantly reducing opportunities for bribery or manipulation. This builds public confidence in law enforcement and government services.
Digital Inclusion: With integration into popular fintech apps like Hela Pay and iPay, GovPay is accessible to many. It supports multiple fine payments in one go and is designed with user experience in mind.
Boost to the Formal Economy: With an estimated Rs. 1.3 trillion outside active circulation in 2024, GovPay also encourages people to engage in formal financial transactions, aiding liquidity and broader financial inclusion.
Cultural Shift: Perhaps most significantly, GovPay is ushering in a behavioral shift—making digital payments for government services a norm. This could be the foundation for wider fintech adoption across Sri Lanka.
Not Without Challenges…
Yes, adoption has been mixed. Some still prefer the familiarity of cash, and there are concerns about digital accessibility, particularly among the elderly and rural communities. There’s also the need to mitigate revenue losses for traditional channels like the Postal Department.
But that’s exactly why maintaining hybrid options and expanding digital literacy are essential as this system scales nationwide after April 30, 2025.
